Chat: scrollbar track inside window edge + text gap

The track is drawn at Position.x + Size.x while logSize.x = overlaySize.x - padding*2 — with padding=6 and a 12px track it ended +6px past the window edge. Text scissor ran flush into the track (0px gap).

ScrollContainer.SCROLLBARWIDTH export (additive; callers can compute layout instead of duplicating the magic 12)
ChatWindow logSize.x reserves the track width → track lands flush inside at window.right - padding; wheel-hover rect (:170) becomes exact as a side effect
DrawChatWindow TRACKGAP=4 insets the text scissor → visible text-to-track gap; collapsed overlay unchanged (no track)

Verified: per-file luajit clean.
