Card c502b3 (analyst corrections applied).

DrawHeadBar:175: DrawXButton(pos, true) → forwards real OnTop — close button no longer hovers/presses while the window is occluded or locked
DrawRoundedCanvasButton + the three rounded wrappers: optional OnTop (default true) → Idle canvas + inert record when occluded
DrawUpgradeButton: optional OnTop gates hover-glow + interaction; DrawUpgradeDetails/:176/:258 + DrawUpgradeSelection/:202 pass their contract-validated OnTop
Corrections honored: DrawWaypointListButtons already early-outs (untouched), DrawToggle's Blocked stays the semantic-disabled name, DrawButtonTab already gates the action and has no faces to fix
Merge-order: #1335 adds Disabled at the same DrawRoundedCanvasButton signature slot — whoever lands second rebases (trivial)
